4.4. Plan and Manage Resources
💡 First Principle: Resource planning fails most often not from under-forecasting quantity, but from ignoring availability constraints (shared resources, competing project demands) that make a technically-correct plan practically unworkable.
Enablers: define and plan resources based on requirements, and manage/optimize resource needs and availability on an ongoing basis.
This is a deliberately compact task (only 2 enablers) compared to others — reflecting that in the 2026 ECO, detailed resource estimation techniques are covered more as part of task 4.1's "estimate work effort and resource requirements," while this task is about the ongoing management and optimization discipline.
⚠️ Exam Trap: Answering purely from a "get more resources" instinct when a scenario describes a resource shortfall. PMI more often expects optimization of existing resource allocation (reprioritization, cross-training, timing adjustments) as the first-line response, with acquiring new resources as a later-order option.
