2.1.2. Embed Quality & Be an Accountable Leader
Embedding quality means quality activities (reviews, standards, definition of done) happen continuously throughout delivery — the "quality is everyone's job, all the time" mindset — rather than a single QA gate before release. This principle underlies why "conduct ongoing quality reviews" appears as a Process-domain enabler rather than a one-time milestone.
Being an accountable leader means the project manager doesn't get to say "the team decided" as a way to deflect ownership of an outcome — accountability for the result stays with the PM even when authority for a specific decision is delegated to the team. This is a frequently-tested nuance: delegating a decision is not the same as delegating accountability for its outcome.
⚠️ Exam Trap: Answering "let the team decide and I'll defer to them" on questions that are actually testing whether you, as PM, still own the outcome.
