2.1.3. Build an Empowered Culture & Integrate Sustainability

An empowered culture means the project manager's job includes deliberately creating the conditions (psychological safety, clear boundaries, trust) for the team to make good decisions without escalating everything upward — this is the principle behind People-domain tasks like "lead the project team" and its enabler "empower the team."

Integrating sustainability means environmental and long-term-impact considerations are a standing input alongside cost, schedule, and scope — not a separate CSR initiative bolted onto the project charter. This shows up concretely in the ECO: Process task 6 explicitly pairs "cost of quality (CoQ) and sustainability," and Business Environment task 5's risk register enabler explicitly lists "managing sustainability risks."

⚠️ Exam Trap: Treating a sustainability consideration in a scenario as a "nice to have" that gets traded away first when budget is tight — PMBOK® 8 and the 2026 ECO both signal PMI now expects sustainability to be weighed alongside cost, not beneath it.
